In the midst of so much political argy-bargy, let's not lose sight of the inevitability of a carbon tax, says respected economist Neville Norman, as he reminds us that Julia Gillard had little choice in the matter following last year's upheavals for the Labor Party, the circumstances of her rise to leadership, and the hung parliament that she effectively heads now.
